Have your say on Camden Council's proposed additional HMO licensing scheme

Camden Council is seeking your views on plans to renew their additional licensing scheme for Houses in Multiple Occupation (HMOs). If you're a landlord or managing agent, these proposals could affect how you operate. The full details and survey can be found at www.camden.gov.uk/hmo-consultation. The consultation closes on Tuesday 8th Apil 2025.
What you need to know
HMOs with five or more occupants are already subject to mandatory licensing, and alongside this, smaller HMOs, such as those with three or four occupants, and some buildings converted into self-contained flats, are currently covered by Camden's borough-wide additional licensing scheme. The Council is now consulting on a new additional licensing scheme when the current one ends in December 2025.
Proposed scheme
The new scheme will apply borough-wide to most HMOs that fall outside of the mandatory licensing criteria. This includes flats in larger purpose-built blocks, and some section 257 HMOs. These are properties converted into flats, where less than two-thirds of units are owner-occupied and the conversion does not comply with the relevant building regulations. For these buildings, licensing will apply specifically to properties where fewer than half of the flats are owner-occupied. There are therefore no proposed changes to the types of properties which are licensable under the existing scheme.
